Because if it doesn't happen, the economy will noticeably sputter and almost nobody will blame it on the President. Sure some will believe whatever Fox is saying THIS week, but the rest will remember. 2012 draws ever closer! Besides, he economy will tank anyway for all kinds of reasons, but this is a big dramatic event to pin it on.
