Why, that's not a ripped off bike! THAT'S what we call "modern art," man! Notice the sweeping lines and the hint of despair? With a little urine or fecal matter slapped on it, why that could bring millions of well deserved taxpayer's dollars from the supremely important National Endowment for the Arts! Damn your eyes for not seeing it!
Clearly the parts on the green bike were "redistributed" to another bike that needed those parts more.
